LOS ANGELES, CALIFORNIA - A master plan not only enhances the public environment, it also serves as a catalyst to encourage development opportunities and urban renewal. Commissioned by the City of Los Angeles' Community Redevelopment Agency, this mile-long 75-acre corridor stretch between Manchester Boulevard and Imperial Highway proposed land use, zoning, building design and streetscape standards along Central Avenue. BASE, in association with Carrier Johnson, completed these services, as well as community outreach, parking analysis, traffic studies and cost estimates.
